Your records can be deleted, but they will still be archived for 3 months. Afterwards, the system administrator can go to [Settings > System[Delete Outdated Data]] to delete the records.
If you would like to delete [Email Template] which has been sent, you are able to click the subject of the template, and the [Delete] button is on the right.
