Why can't vouchers be modified and deleted?

Because [ Use nuclear control] has been checked, voucher which have been sent cannot be editted or deleted. If there is only one account, it's not necessary to set up [Nuclear control] while adding and approving vouchers; therefore, please cancel the check. Please follow the steps:

Click [Maintenance> Parameter setting], and cancel nuclear control.
